The contract, first reported by MLB.com's Peter Gammons, will pay the reliever $15 million with FOXSports.com reporting another $1 million in incentives is possible. Downs reportedly was taking a physical for the Angels on Friday.
Downs, who will turn 35 in March, was a stalwart in the Blue Jays' bullpen from 2005-10. He has been a reliable lefty setup man for Toronto, but he is also a Type A free agent, meaning the Angels will surrender a draft pick to sign him.
The Angels already shelled out for a veteran free agent reliever this offseason, giving two years and $8 million to Hisanori Takahashi.
Shoring up the bullpen won't soothe Angels fans upset about losing out on Carl Crawford, but it's something.
